Q1: What are these HES Ratings? How do you calculate them?
A1: These are new HES Ratings and they follow the universal
grading scale (A-F). They are calculated using the Total
Recordable Incident Rate (TRIR), Qualification Questionnaire,
HES Audits, Interim Performance Review, Field Inspection
Feedback and Working Relationship.
Q2: What do the HES Ratings mean?
A2: A’s and B’s require no extra steps for work. C’s require a
mitigation plan and pre-job meeting where we discuss the gaps
that got the contractor to a C. D’s require a mitigation plan,
pre-job meeting, trained HES personnel on-site during work and
approval from the President of the Chevron Thailand Profit
Center. F’s are not to be used without the written approval of
the Chevron Asia South Managing Director.
Q3: Do you have written HES expectations for contractors to
reference?
A3: We have developed a
Contractor Handbook the latest
edition
is dated January 1, 2008. It clearly describes all HES
expectations for work performed for Chevron Thailand.
Q4: What is this “Working Relationship” piece of the HES Rating?
A4: This is 10% of the HES rating and is automatically given to
all contractors. If a situation occurs that has Chevron
management concerned about a contractor’s commitment to HES,
this 10% may be partially or completely taken away. This
determination will be made by a management team within Chevron
Thailand.
Q5: How do I find out about my HES Rating?
A5: If you have not already received notification of your HES
rating, and no one else in your organization has either, this
means we have no contact information for your company. You need
to contact one of HES Specialist or CHESM Process Advisor, Pimrutai Monphongchai (pmuz@chevron.com) via email.
Q6: How do I improve my HES Rating?
A6: First, you need to request a list of gaps for your company
that has led this HES Rating. Once you know your gaps, you will
know what to work on to improve your HES rating. After you have
addressed your gaps and you feel that you are auditable, please
email indicating the specified gaps along with the supporting
document to us. It will take approximately 5 working days to
update your data into our system. If the letter grade changes,
anyone listed as a contact for your company will receive an
automatic email notification.
Q7: Why did I not get an email about my HES Rating?
A7: You are not currently listed as a contact for your company
in our database. Email us to get added as a contact for your
company.
Q8: What do I do if I never go onto Chevron property? Do I really
need an HES Rating?
A8: Please describe the services you provide to Chevron and how
often you go offshore in an email to us and we will consider
your company for an exemption to our HES rating process. You
should hear back within 1-2 weeks.
Q9: How do I update my contacts who receive the updates from the
CHESM Database System?
A9: Email us with the name, title, address, phone, company name
and email address for each person.
Q10: Can the contractor view their HES rating somewhere?
A10: No. This database is for internal Chevron use only.
Although you cannot view your HES rating from our database, the
person in the contract list of your company will receive the
notification email on HES rating letter grade changes, and forms
including field inspection feedback, recognitions submitted into
the database.
Q11: Some of the questions in the qualification questionnaire
don't apply to me. Why am I losing points for them?
A11: Currently, the questions that are being graded by Chevron apply
to every contractor that has to have an HES rating assigned. If
you are unsure why a particular question should apply to you,
contact your Chevron rep or send us email.
Q12: What is TRIR?
A12: Total Recordable Incidents Rate (TRIR) is workplace safety
indicator used for comparison of safety performance among each
company and industry. TRIR is calculated from the sum of
work-related recordable cases multiplied by 200,000 and divided
by the total work hours.
Q13: How often the TRIR get update on the database? How does it get value on
the HES Rating?
A13: Currently the request of update TRIR information is made on annual basis by
the Supply Chain Management Department at the beginning of each year. The
requested TRIR information will have to be submitted to us before 31 March of
each year.
TRIR is used as one factor for scoring the contractor HES performance. The past
three (3)-year TRIR will be averaged and weighted with more weight given to the
most previous year’s performance.
Q14: What needs to be put in the Chevron-specific TRIR questions?
A14: The contractor needs to indicate here what hours were worked on Chevron
property or in the case of marine vessels, when they were chartered and the
number of recordables for the specified time frame. The Chevron-specific means the
work under any project/contract of Chevron Thailand.
